This IMO sign combines a Disabled refuge point symbol with a Keep clear instruction in one panel, marking a wheelchair-accessible waiting area that must stay free of obstructions at all times. It directs crew and passengers with mobility impairments to a safe refuge point during an emergency evacuation, while warning everyone else not to block access to it.
